What is that samll hoop, and two bolts around the lower part of the Pearl Hi-Hat stands (or at least on mine anyways) and what do they screw into, because I removed them, then couldn't find any thread to screw them back into. And I need to find out how goddamned fast. And what the hell is it for

i'm afraid i cannot answer you, but also agree...what the hell is it for? and what controls the swivel of the footpedal?

These are for adjusting the tension of the hi-hat pedal, i.e. how much pressure you need to exert on it to close the hats. At least that is what I was told when I bought my kit last month and it has an effect on mine. The ring/collar slides up and down the main shaft of the stand and there are 2 slots front and back for the bolts to move up and down in when adjusting the tension. It may be that you do not need to alter your tension but it is worth experimenting.
