A friend of mine, who is a drummer, has his drum kit and guitar amps in his garage. Unfortunately, he lives in a residential area and cannot jam past 8:30 p.m. He has had the police warn him several times.
We are looking for an INEXPENSIVE way to reduce the sound.
Any suggestions would be appreciated!

Short of building a recording studio type 'room within a room' with detached floors and ceilings, there is no way to quieten an above ground room to meet your residential noise requirements. Just a little bit will anger neighbors. An underground basement is the best solution.

Georges suggestion is true, but placing say pillow cases or small pieces of sheets over the drums and cymbals will quiet the drums quite a bit, but they will also not really sound like drums very much. I play in my basement.. but make sure everyone uses earplugs or (what I use) gun muffs to dampen the sound and the white noise so as to save my hearing! If you can hear a high pitched whistle after jamming for a while... that's NOT good. Been there.. done that TOO MANY times.

unfortunately there is no 'cheap' way to do anything. But you could: insulate walls/ceiling. cover every other stud space with sound board. cover alternate stud spaces with plywood cover the ceiling with unevenly spaced 1 x 2 throu 1 x 10 lumber. put furniture in...the softer the better. play a bit softer.

I don't know how cheap it would be, But, I have seen people cover thier walls with carpet.
