noise control

hey all...

need some help with that oh so common situation - i'm too damn LOUD when practising at home, and the neighbours are threatening to get noise control down here. What does everyone do to control nise when practising? i'm a university student, so $$$ is very limited.... i'd rather not use any sort of muffling pads or whatever on the drums themselves - i hate the way they make the drums feel. I'm looking for more of a sound - insulating type idea - has anyone succeeded in cutting down thier sound by putting carpet on the walls or similar?
