I am a beginner drummer just about to start out. Can someone explain about practice pads please?

Very simply they give you something to practice on. Some try to emulate an actual drum head, others give you a surface with a bit more rebound (you might find that helpful at first). There a actually quite a few to choose from inlcuding ones with two differnt surfaces with differnt amounts of rebound. The rubber ones are quieter than the 'Remo' style which have actual drum heads. Pick one that feels comfortable for you. Use it for warm ups and to practice your daily exercises. Good luck welcome to the drumming community.

RD version and My opinion
Considered an inexpensive way of getting a drum feel, there are a myriad of pad types. Many materials have been used for pads including rubber (a natural plastic) and various forms of plastics. Remo® pratice pads tend to be more popular, since they use a drum head (which can be tensioned) over a fiberous material to give a drum feel wth low 'noise'. There was at least one company that created a drum stick tip 'cover' that could be used to practice with out a pad. (Table top)
and now for the commercial, ha ha.
Seriously though I hope this is of some use to you. The question you asked was very general, IMHO.

Check out the new Pro-Mark pad- the 'X Pad'. I just got one the other day and it's sheer pleasure to play on. It has little beads that emulate a snare drum. IOW, you get a little 'buzz' everytime you strike it.
